3.1.1 Purpose
Company shall determine and control environmental aspects in order to reduce environmental load in the operation of ships. Within the defined scope of the environmental management system, the company shall establish and maintain procedures to identify the environmental aspects of its activities and services that it can control and those that it can influence, and their associated environmental impacts, considering a life cycle perspective. Adopting a life cycle perspective can prevent environmental impacts from being unintentionally shifted elsewhere within the life cycle.
3.1.2 Scope
This regulation shall be applied to all activities or services arisen from the operation of managed ships, such as cargo handling, berthing, sailing, entering and leaving port, crew manning, etc.
3.1.3 Responsibility and Authority
The MD and DPA have the responsibility and authority to determine the final environmental aspects that were identified and reported by the managers.
3.1.4 Procedure for Identification and Evaluation of the Environmental Aspects
(a) MR & SMC Meetings headed by the Top Management and the Department PIC using a life cycle perspective will identify, assess and enumerate the environmental aspects, which have or can have significant impacts on the environment in accordance with this procedure. DP/MR/SMC shall also assess ideas and issues identified by ship, shore personnel, supplier/customer/regulatory feedbacks, and reviews.
(b) While identifying the environmental aspects, they should consider the following:

(I) Release to sea
(II)Emission to air
(III)Waste management
(IV)Use of raw materials and national resources
(V)Breaking out of noise, vibration, and stink
(VI)Seafarer’s health
(c) While evaluating the identified environmental aspects, the following shall be considered:
-
(I) The scale of the impact
(II) The severity of the impact
(III) Probability of occurrence
(IV) Duration of impact
(V) Others (regulatory and legal exposure, cost and difficulty of changing the impact, concerns of interested parties, effect of change on other activities and processes, etc.)
Results of the evaluation basis EMS 07A “the environmental aspect evaluation table should be entered into the list “The list of environmental aspects” EMS07.
3.1.5 Evaluation & Consideration for SEA
3.1.5.1 Significance Thresholds
It shall be reviewed or decided during semiannual Management Review and/or quarterly SMC meetings considering all requirements including the feasibility of achieving them.
3.1.5.2 Significance Criteria
All the environmental aspects shall be assessed & evaluated on the following criteria:

(I) Regulatory concerns
(II) Risk to environment & employees
(III) Toxicity of chemicals
(IV) Community issues
3.1.5.3 Others
The following are also considered:
-
(a) Leakage of marine pollution substances into the sea in a marine accident
(b) Discharging noxious substances, including harmful gases from the ship into the atmosphere
(c) Inappropriate control of garbage onboard vessels
(d) Consumption and conservation of natural resources in the operation of the ship
(e) Potential sources which may cause environmental hazards in areas located around the berth or anchoring port
(f) Control measures, which can lower the overall influence/Severity/Risk factor, in SQEMM manuals in form of checklist, permit to work and described in procedural guidelines for different activities
3.1.5.4 Life Cycle Perspective ISO 14k- 8.1
(a) Consistent with a life cycle perspective, the Company shall:
-
(I) Establish controls to ensure that its environmental requirements are addressed in the design and development process for the product or service, considering each life cycle stage.
(II) Determine its environmental requirements for the procurement of products and services, as appropriate.
(III) Communicate its relevant environmental requirements to external providers, including contractors.
(IV) Consider the need to provide information about potential significant environmental impacts associated with the transportation or delivery, use, end-of-life treatment, and final disposal of its products and services.
(b)To assist with this assessment, the SMC / Top Management and Department GMs shall consider the following potential inputs and outputs:
Inputs
- Conservation of Energy: Type and usage. (Levels are relative to the Office and Vessels)
- Water Use: Water type
- Supplies:
- Chemicals
- Other inputs that are not covered clearly in above categories like recycling of used materials.
Outputs
- Air Emissions: List all air emissions whether they are drawn directly through a stack or are discharged into the room and escape as fugitive emissions.
- Tank Cleaning Discharges: Discharges from deck operation
- Oily Bilge Wastewater: Discharged from engine room through OWS
- Noise/Odor/Radiation: Includes noise and odor as an air emission if potentially noticeable outside the facility and list any potential radiation emitted from the vessels.
- Water Discharges: Includes all wastewater streams that discharge directly to storm or sanitary sewer systems or deck surface waters.
- Ballast Water and BFM: Discharge of Invasive Species and Bio Fouling Management.
- Solid/Residual Wastes & Garbage: Wastes (also refer to Chapter 4 of this manual) are any materials intended to be discarded or disposed of, whether regulated or not, and include liquids, solids, and gases. These also include recycled materials, returnable containers, and chemical by-products under this category.
- Storm Water Discharges: Includes all storm water discharges from all areas.
- Spills: Includes all potential spills that might occur in all areas.
3.1.6 Review of Environmental Aspects
a) Prioritizing environmental aspects shall be considered on things such as operational feasibility, economic feasibility, time frame to address, etc.
